While the category of “struggling readers” is broad, we can identify common profiles of students who struggle. This raises some obvious questions. If we know why so many students struggle, then why do national reading scores continue to decline—and why do many interventions fail to produce the desired results?

He is co-author of the book Literacy Reframed: How a Focus on Decoding, Vocabulary, and Background Knowledge Improves Reading Comprehension.

Sarah BrownSarah Brown, Ph.D. is a national MTSS consultant and author. She formerly served as Senior Director of MTSS Solutions at Renaissance and as Bureau Chief at the Iowa Department of Education. She is co-author of the book Effective Universal Instruction: An Action-Oriented Approach to Improving Tier 1.
