Professional learning communities are most powerful when they are grounded in real classroom practice and designed to meet the needs of every learner, but many schools struggle to move PLCs beyond informal collaboration and into consistent systems that improve instruction.

In this edLeader Panel, educators from Falling Creek Middle School share how they built a practical, sustainable PLC model in a large, diverse, Title I setting. Led by instructional designer Ursula Rockefeller and math coach Lisa Persinger, the session explores how their teams use a two-meeting structure, continuous assessment cycles, and shared planning processes to turn data into action.

Viewers learn how Falling Creek organizes PLC time, analyzes student evidence, supports diverse learners, and distributes instructional leadership across teams. The session introduces practical tools, including a PLC Pathway framework and meeting template, that help guide conversations and document impact.

Ursula Rockefeller

About the Presenters

Ursula Rockefeller is the Instructional Designer at a Title 1 middle school in Chesterfield County Public Schools in Central Virginia. She is dedicated to bridging the gap between tech integration and curriculum support for K-12 educators and multilingual learners. She is a key collaborator in core PLC meetings—spanning math, science, English, and social studies. She was an integral member of the team that redesigned the school’s PLC format to streamline data collection and enhance student support systems. Before transitioning to instructional design, Ursula spent over 10 years in the classroom as a world language instructor, teaching German (Levels 1–AP) at both the middle and high school levels. By blending a background in language acquisition with modern instructional technology, she supports teams to build inclusive, data-driven environments that truly move the needle for students.

Lisa Persinger

Lisa Persinger serves as the Math Coach at a Title I middle school within Chesterfield County Public Schools. In this role, she partners with math teachers to strengthen instructional practice and improve student achievement through collaborative planning, data analysis, and targeted instructional support during PLCs. Beyond PLC engagement, Lisa provides individualized coaching through one-on-one cycles and in-classroom support, modeling instructional strategies and offering actionable feedback to enhance student engagement and conceptual understanding. She also serves as the liaison between our school and the district mathematics support team, ensuring clear communication, alignment to county initiatives, and implementation of best practices across grade levels. Prior to transitioning into instructional coaching, Lisa taught middle school mathematics for over five years, an experience that continues to inform her coaching approach and deepen her commitment to equitable, high-quality math instruction for all students.

Justin McElwee

About the Moderator

Justin McElwee is a former educator with 15 years of experience spanning special education, history, English, and instructional technology coaching. He holds a master’s degree in educational technology and is deeply passionate about how technology can enhance learning while advancing equity and accessibility in classrooms. Beyond education, Justin is an avid podcaster and creative content producer. He has worked on projects for LiveSchool, Teacher Misery author Jane Morris, Belly Up Sports, and his own show, Baseball and Whatever. In 2022, the podcast was shortlisted for Best Baseball Podcast Episode at the Sports Podcast Awards for an interview with MLB All-Star Jason Kendall. A lifelong tech enthusiast, Justin’s love for technology began with his family’s first PC in 1994. Outside of work, he enjoys time with his wife, Erica, and their two toddlers, Maddie and Mason, in Chicago.
