Rebecca Evers

About the Presenters

Rebecca Evers is a principal on special assignment in the Marysville Joint Unified School District where she leads districtwide efforts focused on English Learners, literacy data, and instructional improvement. She is an experienced educator and school leader with a background in both secondary and elementary education, which gives her a broad understanding of how reading development connects across grade levels. Rebecca is known for her persistence, focus, and commitment to improving outcomes for all students. In partnership with CORE Learning, she continues to champion the work of building literacy systems that last, guided by the question that drives her career: why do so many students still struggle to read and how can we change our systems to ensure that every child becomes a successful reader.

Christine Lucero

Christine Lucero is the TK–12 Literacy Coordinator for Vallejo City Unified School District where she leads the district’s literacy strategy, coaching systems, and professional learning for teachers and leaders. As a former site principal and lifelong educator, Christine brings a clear understanding of how schools operate and what teachers need to make literacy instruction effective. Her leadership emphasizes coherence, equity, and practical support so that instructional improvement becomes part of the culture rather than a one-time initiative. Through Vallejo’s ongoing partnership with CORE Learning, Christine continues to strengthen districtwide capacity for high-quality reading instruction and ensure that every teacher is equipped to teach literacy and every student has the opportunity to succeed.

Garla Jalloh

Garla Jalloh, Senior Vice President of Strategic Partnerships and Initiatives at CORE Learning, brings over 30 years of experience in education, specializing in building district- and state-level partnerships to advance literacy, math, and professional learning. She leads initiatives grounded in research and evidence-based practices, ensuring effective implementation that drives measurable student success. At CORE, Garla has also served as educational consultant, manager, and VP/Chief Academic Officer. Beyond her organizational leadership, she has held roles as deputy chief of school services, district and school administrator, literacy coach, and teacher. Garla is also a certified True Colors Consultant, recognized for enabling transformative self-discovery and fostering positive team communication that strengthens workplace culture. She is most proud of driving significant gains in student literacy and achieving some of the highest rates of high school students graduating with associate degrees. Garla holds advanced degrees in education, leadership, and curricula.
