District leaders are often clear on what evidence-based instruction requires, but less clear on how to lead that work coherently across schools, roles, and initiatives. In this third edWebinar of Structured Literacy for Every Learner Week, Olga Cobb shares a district leader’s perspective on how Salem-Keizer School District approaches evidence-based instruction at scale.
She focuses on the leadership decisions that help align vision, professional learning, and classroom practice so literacy work is supported consistently without adding competing initiatives. Viewers gain insight into how district-level priorities show up in daily instruction, what leaders protect as the work scales, and how coherence is sustained while honoring local context across schools.

About the Presenters
Olga Cobb, Superintendent at Salem-Keizer School District, has been a familiar face in SKPS since 2000, beginning as a bilingual instructional assistant. She later served as a community school outreach coordinator, school office specialist, and grant coordinator. Olga spent 11 years as a principal at Highland and Chávez and led a teacher preparation partnership between Chávez Elementary and two Salem-Keizer area universities. Before being named Assistant Superintendent in 2021, she served as Director of Elementary Education, supporting principals and programs that help students learn and thrive. Equity focused in both thought and practice, Olga centers her leadership on care and connection for students, families, and the community.

Maya Valencia Goodall, Chief Impact Officer at CORE Learning, is an education entrepreneur with over two decades of experience at the intersection of bilingual literacy, language acquisition, and edtech. As Co-creator of OL&LA (Online Language & Literacy Academy) at CORE Learning, she champions spoken language as the foundation of effective literacy instruction for all learners. Recognizing gaps in how Structured Literacy was applied in language-diverse classrooms, Maya prioritized the integration of spoken language to support Multilingual Learners, English variety speakers, and students with dyslexia. Her expertise spans educational theory, learning experience design, and classroom practice, always centering students’ diverse language backgrounds. Before CORE, she co-founded Lingual Learning, which was later acquired by Rosetta Stone/Lexia. There, she led the creation of Lexia English, an award-winning program using speech recognition and culturally authentic avatars to teach English through conversation.
