Leanna Mullen

About the Presenters

Dr. Leanna Mullen is the Student Data Coordinator for Egg Harbor Township School District in Atlantic County, NJ, where she has spent over a decade working alongside 7,500+ P–12 students and 800+ certified teachers. In her role, she supports data-informed initiatives and district committees, including the Professional Development Committee (EHTPDC). Dr. Mullen also assists neighboring school districts as a consultant and workshop facilitator, sharing expertise in instructional technology, data-driven decision making, and educator development. Her work in professional learning has earned national recognition for its impact on teaching and leadership practices across the U.S. In 2023, Tech & Learning magazine named her team’s work the “Best Example of K–12 Professional Development.” Known for her collaborative and practical approach, Dr. Mullen is passionate about empowering educators with the tools and strategies they need to drive meaningful student success.

Fred Cochran

Fred Cochran is an experienced educator who has served as an elementary teacher, English learner (EL) teacher, instructional coach, and administrator. He currently works as the UDL Implementation Specialist for Continuous Improvement and Support at the San Joaquin County Office of Education. Fred’s journey with Universal Design for Learning (UDL) began through his leadership in California’s Multi-Tiered System of Support (CASUMS) initiative. He now serves as Co-lead of the UDL Huddle for the Capital Central Foothill Area Consortium and as Co-facilitator of the California UDL Coalition Network. Fred is also the creator and curator of The UDL Toolkit, a UDL resource hub supporting inclusive instructional practices. In addition, he organizes the annual California UDLeading the Way Summit, fostering statewide collaboration and innovation around UDL implementation.

Tiffany Caouette

Tiffany Caouette brings 30 years of diverse public education experience to her role at CAS-CIAC, having served as a teacher, literacy coach, assistant principal, and principal across elementary and high school levels.

A recognized leader, Tiffany was named CAS High School Assistant Principal of the Year in 2012. She spent the following decade as principal of Pleasant Valley Elementary School. Holding a sixth-year certificate in Reading and Language Arts and completing leadership programs at UCONN, Tiffany’s expertise is grounded in both practice and scholarship.

In her current role at CAS, Tiffany supports building leaders through professional development, networks across the state, and executive coaching. Tiffany’s extensive experience and commitment to educational leadership make her a valuable voice in professional development for all educators.

Joyce Whitby

Joyce Whitby is a professional EdTechKnowledgist and lifelong educational technology leader. She has extensive experience in marketing, market development, business development, sales management, and sales leadership including management of direct field sales force, inside sales, and distribution channels. Her strengths include new business development in urban markets, strategic planning and budgeting, recruiting, training, project management, and motivating high-performance sales teams. She is linked with a vast educational professional learning network, including extensive personal connections to key decision makers in U.S. school systems as well as leading executives in the educational technology industry.
