Victor Martin

About the Presenters

Dr. Victor Martin serves as the Executive Director of Student Services for Alexandria City Public Schools (ACPS). He previously led the Northern Virginia Juvenile Detention Center in Alexandria and was the first ACPS Director of Equity, as well as Director of Alternative Programs and Equity and Principal of Chance for Change Academy. He also works with Georgetown University’s Center for Juvenile Justice and Reform.

Dr. Martin brings diverse experience to his role, including international teaching as a lead instructor for an English acquisition program in China and collaboration with the U.S. Department of Education at Pine Ridge Reservation in South Dakota. He began his teaching career in San Diego, California, and later taught in Prince William County, Virginia. He holds a bachelor’s degree from Oswego State University, a master’s in education leadership from George Mason University, and a doctorate in educational leadership from the University of Pennsylvania.

Laura Smith

Laura Smith has extensive experience supporting state and district leaders in accomplishing their goals through strategic management and implementation support. Prior to joining ILO Group, Laura was a Senior Associate Consultant at District Management Group, where she supported 30+ school districts across the country on a variety of topics including aligning school schedules with district priorities to maximize impact, implementing student well-being systems to expand support for students, and conducting academic return on investment analyses to drive district-leader decision making. Laura started her career as a high school math teacher and freshmen grade-level chair in Dayton Public Schools.

Michelle Weinraub

Michelle Weinraub is a social worker and registered nurse with a deep commitment to public health, with a special focus on the needs of children, youth, and their families. She holds both her Bachelor and Master of Science in nursing, as well as a Bachelor of Arts in religious studies and an associate in nursing. She has worked throughout her career to serve individuals across the lifespan, from preschool through older adults, and now works with school-aged children as the Chief Health Officer for Cherry Creek Schools. She has served on several boards and committees related to healthcare access, equity, and workforce development. “I believe in my oath as a nurse, and I have high expectations of myself as it relates to being ethical in both my personal and professional worlds, because I ask that of those who work with me,” she says.

Jayme Banks

About the Moderator

Dr. Jayme Banks is a transformational leader in education, mental health, and system integration. She most recently served as Chief of Student Support Services for The School District of Philadelphia, overseeing Prevention & Intervention, School Climate & Culture, Student Rights & Responsibilities, Student Health Services, Enrollment & Placement, and Family & Community Engagement. In this role, she advanced initiatives that improved student attendance, strengthened student belonging, and expanded access to behavioral health and wellness supports.

Previously, Dr. Banks was Deputy Chief of Prevention, Intervention & Trauma and Director of Trauma-Informed School Practices, where she pioneered districtwide healing-centered and trauma-informed frameworks. Her leadership expanded staff training, launched universal mental health screening, enhanced Tier II interventions, and built community partnerships to deliver vital supports in schools. She also co-created the Philly HopeLine during COVID to ensure care for students and families in crisis. Dr. Banks holds a Psy.D. and an MBA from Widener University and an M.A. in clinical psychology from The Chicago School of Professional Psychology.
