Join us for an insightful edWebinar on CAST’s role in supporting the 2024 National Education Technology Plan (NETP) through Universal Design for Learning (UDL). This session highlights NETP’s commitment to closing the Digital Use, Design, and Access Divides, creating inclusive, engaging, and accessible learning environments for all students. Presenters debunk common myths and present facts about UDL and assistive technology as aligned in the federal Assistive Technology Guidance released in January 2024. They also discuss the April 2024 final rule from the Department of Justice, which now requires state and local governmental entities—including early childhood, elementary, secondary, and postsecondary institutions—to ensure that web- or mobile app-based digital learning resources are appropriate for and usable by students with disabilities.

Luis Perez

About the Presenters

As the Disability & Digital Inclusion Lead for CAST, Luis Perez, Ph.D. promotes the creation, delivery, and use of high-quality accessible educational materials and technologies to support equitable learning opportunities for all students. Dr. Perez is embedded with the postsecondary and workforce development group at CAST that works to increase access to middle- and high-income careers for populations underrepresented in the workforce, including people with disabilities. Dr. Perez’s perspective is informed by his own lived experience as a person with a disability and a multilingual learner. Dr. Perez was recognized with an International Society for Technology in Education (ISTE) Making It Happen! Award in 2020. Other recognitions include Apple Distinguished Educator (2009) and Google Certified Innovator (2014). He has published three books on accessibility, mobile learning, and UDL. He currently serves as a Transition and Workplace Accessibility Strand Advisor for the Assistive Technology Industry Association (ATIA).

Michelle Soriano

As a Technical Assistance Specialist for the National Center on Accessible Educational Materials (AEM Center) and the Center on Inclusive Technology & Education Systems (CITES), Michelle Soriano promotes inclusive, equitable, and accessible instructional opportunities for students who receive special education services through the use of accessible educational materials and technologies. Prior to joining CAST, Michelle served as a Regional Education Specialist in the area of inclusive practices for two different Education Service Centers in Texas. During this time, she provided technical assistance and support through professional development, instructional coaching, professional learning communities, and partnerships in creating state and regional documents and training. She has also worked as a behavior specialists administrator, PK-12 instructional coach, general education teacher, and special education teacher.

Kelli Suding

As a Technical Assistance Specialist for the National Center on Accessible Educational Materials (AEM Center) and the Center on Inclusive Technology & Education Systems (CITES), Kelli Suding promotes the availability of accessible educational materials and technologies to ensure that all students have equitable and inclusive opportunities for learning. Kelli has keynote, national, state, and regional presentation and training experience. Kelli also has a strong understanding of and ability to connect theory to practice. Her instructional experience has been with students requiring mild, moderate, and intense intervention. Kelli’s specializations include autism, accessible educational materials and accessible technologies, Google Chrome accessibility and integration, specific learning disabilities, and Universal Design for Learning. Prior to joining CAST, Kelli worked as a Specialist for the PATINS Project in Indiana for 10 years, where she supported all Indiana public schools in ensuring equitable access for all students.
