Six leading national organizations—Digital Promise, 1EdTech, CAST, CoSN, ISTE, and SETDA—joined together to produce the EdTech Quality Collaborative’s 2026 EdTech Quality Indicators Guide. The goal of the guide is to assist education leaders when it comes to leading multiple facets of technology integration within school district settings. It focuses on five core quality indicators: Safety, Evidence, Inclusivity, Usability, and Interoperability.
In this edLeader Panel, superintendents will share how each of those five core quality indicators play out in their school districts. CoSN’s representative on the EdTech Quality Collaborative will also join the panel and share the process behind the development of the 2026 guide as well as CoSN’s recommendations for maximizing the tools it outlines.
Attendees will have the opportunity to pose questions to the panelists during the session. Contact information for follow-up with the panelists will also be provided.
This edLeader Panel is of high value to K-12 educators in both leadership and classroom roles. The broader school community will also benefit as, together, the panelists explore the content of the 2026 EdTech Quality Indicators Guide and the strategies for successfully implementing the five core quality indicators it describes.

About the Presenters
Mark D. Benigni, Ed.D., is a distinguished educator with over 25 years of experience in Connecticut, including 17 as Superintendent of Meriden Public Schools. Under Dr. Benigni’s leadership, Meriden Public Schools has achieved unprecedented success, reaching its highest academic scores in district history and earning widespread acclaim. He has been recognized as AASA’s and CoSN’s Superintendent of the Year and was selected by EdWeek as a Leader to Learn From. Dr. Benigni’s influence extends statewide; he previously led the Connecticut Association of Public School Superintendents and the Connecticut Association of Urban Schools, and currently co-chairs the State of Connecticut Alliance Districts. A published author and presenter, Dr. Benigni has taught doctoral classes, contributed to numerous publications, and authored three books. His third book, Leveraging Social Media for District Improvement, from Bloomsbury Publishing, was published in January 2026.

Dr. Joshua A. Garrett is Superintendent of Wrangell Public Schools in Wrangell, Alaska, a small rural district in Southeast Alaska where every technology dollar has to work hard for students. He brings two decades of public and international education experience, including head of school roles focused on executive leadership, governance, financial stewardship, and instructional leadership. That background shapes his view of edtech decisions as leadership decisions: choosing tools that are safe, evidence-based, inclusive, usable, and interoperable, then piloting, procuring, and evaluating them through the prism of what is best for students. Having lived abroad from 2003 to 2025, Dr. Garrett approaches education as a global citizen who believes every learner deserves a world-class experience, no matter the zip code. He holds a doctorate in educational leadership, with research on school head self-efficacy and governance, and a master's in national security studies.

Dr. LaTonya M. Goffney is a nationally recognized education leader and Superintendent of the Aldine Independent School District in Houston, Texas, where she has served since 2018. She leads one of Texas’ largest and most diverse school systems, serving more than 50,000 students and nearly 9,000 employees. Throughout her career, Dr. Goffney has championed the belief that every child deserves access to an excellent public education and a future filled with choices and opportunities. A native of Coldspring, Texas, Dr. Goffney began her career as a teacher in Coldspring-Oakhurst CISD in 1999 and later served as the district’s Superintendent from 2008 to 2013. She subsequently led Lufkin ISD before being selected to lead Aldine ISD. In all three school districts, she made history as the first African American to serve as superintendent. Her leadership and advocacy extend well beyond the districts she has served. In 2026, Dr. Goffney became President of AASA, The School Superintendents Association, making history as the first African American woman to lead the national organization in its more than 160-year history.
