Although the concerns and challenges around protecting student data privacy have always been important for school districts, over the past few years these issues have risen in urgency as schools increasingly rely on digital tools for teaching, learning and school district administration. The Trusted Learning Environment (TLE) Seal Program is the nation’s only privacy framework designed specifically for school systems. Schools and districts that complete the process of earning the TLE Seal are able to build strong, effective privacy programs and develop a culture of trust and transparency within the communities they serve.

In this edWebinar the superintendent guest panelists review five critical guidelines for ensuring data privacy in any school system’s use of technology. They also share how school leaders can make data privacy a priority across entire school systems. Each of the school districts represented by the superintendents on the panel has successfully completed the process of earning the TLE Seal. They share how they lead that process and the lessons learned along the way.

Lori RappAbout the Presenters

Dr. Rapp is widely recognized as a respected educational leader across the district and across the state with a 26 year career in education, noted for not only her deep knowledge of curriculum and instruction but for her ability to lead change in a collaborative way.  Dr. Rapp served LISD as Deputy Superintendent since 2017 before her appointment as Superintendent. During her tenure in LISD administration, Dr. Rapp led a team that accomplished remarkable milestones. She had a pivotal role in developing unique learning pathways for students, including the establishment of LISD’s Programs of Choice, which includes the LISD STEM Academy at the elementary and middle school levels, the Collegiate Academy at TCHS, robust world language programs, the tuition-based Discovery Academy, and more.

Oskar ScheiklOskar Scheikl was born in Salzburg, Austria in 1966. After graduating from high school in 1985, he enrolled in law school at the University of Salzburg. In 1992, he moved to the United States and enrolled at James Madison University in Harrisonburg, Virginia. He graduated with a B.S. in History in December 1994. In the fall of 1995, he began his career as a high school social studies teacher at Broadway High School in Rockingham County. In October of 2000, he transferred to the RCPS Central Office’s technology department. He earned an M.S. in Computer Science from JMU in 2001, and his Ph.D. in Education from the University of Virginia in 2009. In 2011, he was appointed Director of Information Management, taking on the leadership of all technology operations. On April 24, 2017, the Rockingham County School Board appointed Oskar to the position of Division Superintendent, effective July 1, 2017.

Linnette AttaiAbout the Moderator

Linnette Attai is Project Director for CoSN’s Privacy Initiative and Trusted Learning Environment Program. As founder of the global compliance consulting firm PlayWell, LLC, Linnette delivers strategic advice and training, policy development, and technology assessments, and builds cultures of compliance across a wide range of organizations. She also serves as Virtual Chief Privacy Officer and GDPR Data Protection Officer to select clients. Linnette is a recognized expert in the youth and education sectors and speaks nationally on data privacy matters. She is a TEDx speaker, advisory board member for the Ithaca College Cybersecurity Program, and author of the books, Student Data Privacy: Building a School Compliance Program, Protecting Student Data Privacy: Classroom Fundamentals, and Student Data Privacy: Managing Vendor Relationships.
